If your reading this through your browser / using the site with a normal web browser, you are free to use this service all you want, if you make too many request within 10 minutes, you will be blocked a while, just wait some time and try again.

If your using an automated tool, thats exeeding 1 requests in 20 min, it will result in a permanent ban of the offending ip address. 
And yes i can detect that, easily.

Theres absolute no posible excuse to do a request every f... second 24/7, just NONE.

While i didnt mind people using automated tools in the past as long as they played nice, now i have had enough, some people are just straight out abusing this site, hammering it every single second, while the server can handle it with no problems, i cant really say the same of the bandwidth cost of it.

Update: so yeah even more retards it seems, so yeah if your ip has been permanently banned, you _will_ receive random ip adressess, too bad.
